{"id":7242,"date":"2026-07-29T17:13:16","date_gmt":"2026-07-29T17:13:16","guid":{"rendered":"https:\/\/researchtoday.co.za\/?p=7242"},"modified":"2026-07-29T17:13:18","modified_gmt":"2026-07-29T17:13:18","slug":"a-municipal-policy-cannot-help-people-who-do-not-know-how-it-works","status":"publish","type":"post","link":"https:\/\/researchtoday.co.za\/?p=7242","title":{"rendered":"A Municipal Policy Cannot Help People Who Do Not Know How It Works"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Government programmes often fail long before money is misused or services collapse.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They fail when the policy exists, the administrative process is technically in place, and the people meant to benefit still do not understand what support is available, who qualifies or how decisions are made.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">South Africa\u2019s municipal indigent policies illustrate this governance problem particularly clearly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These policies are intended to help qualifying low-income households receive free or subsidised basic services, including water, electricity, sanitation and refuse removal. Their effectiveness therefore depends on more than municipal approval and budget allocation. Households must know the programme exists, understand its requirements and trust that the registration process is legitimate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">New research from Nkomazi Local Municipality in Mpumalanga suggests that this connection between policy and community can be remarkably weak.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Researchers found that most surveyed residents were uncertain whether they had ever been consulted about the municipality\u2019s indigent policy. The result points to an institutional failure that is easy to overlook: a municipality may comply with formal participation requirements without creating participation that residents can recognise or use.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The policy existed. Understanding did not follow.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Published in <em>Africa\u2019s Public Service Delivery and Performance Review<\/em>, the study involved <strong>378 participants<\/strong>: nine municipal officials and 369 community members from Boschfontein, Malelane, Hectorspruit and Magogeni.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The researchers used questionnaires to measure residents\u2019 experiences and structured interviews to examine the perspectives of the municipal mayor, municipal manager, ward councillors and officials responsible for the indigent programme.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Across the four wards, uncertainty dominated responses about consultation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Approximately 83% of respondents in Malelane said they were unsure whether consultation had occurred. The corresponding figures were 62% in Magogeni, 50% in Boschfontein and 48% in Hectorspruit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Across the full sample, <strong>86.4% were uncertain about whether they had been consulted<\/strong>. The researchers also found a statistically significant relationship between a household\u2019s indigent status and how consultation was perceived.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The important governance question is not simply whether officials held meetings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is whether residents understood that consultation was taking place, believed their participation mattered and could connect the process to the services they were entitled to receive.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Communication was broad, but not necessarily effective<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The municipality\u2019s communication strategy relied heavily on mass media.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Television was the most frequently reported channel, accounting for 43.36% of responses. Community radio or newspapers accounted for 25.47%, while ward meetings represented 10.84%. Structured advocacy campaigns accounted for only 1.08%.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That communication mix reveals a mismatch between institutional convenience and community reality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Television can distribute a message widely, but it cannot reach a household that cannot afford reliable access. Ward meetings can create direct engagement, but they exclude people who are working, live far from the venue, lack transport or never hear about the meeting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Municipal officials interviewed in the study acknowledged that communication was often one-directional and that residents commonly knew the programme only in general terms, without understanding eligibility or implementation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The result is a policy that may be visible administratively but remain unclear socially.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Consultation is not the same as participation<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Public institutions often measure engagement through activities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A meeting was held. A notice was issued. A councillor was consulted. An announcement appeared on radio.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those actions are easy to record.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They do not necessarily show that the intended beneficiaries understood the policy or influenced how it was implemented.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The researchers found that most residents believed the municipality conducted little or no community education about the programme. The proportion selecting \u201cnot at all\u201d was approximately 95% in Boschfontein, 90% in Malelane, 78% in Hectorspruit and 58% in Magogeni.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is more than a communications weakness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When communities cannot see how they participated, policy legitimacy deteriorates. Residents may interpret registration decisions as arbitrary, misunderstand who qualifies or assume that benefits are distributed through favouritism rather than rules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A consultation process therefore needs a feedback loop.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">People should know what was proposed, how they responded, which decisions followed and what they can do when the system fails them.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What municipalities could change<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The study recommends using a wider combination of community radio, local-language communication, SMS alerts, WhatsApp groups, municipal websites and mobile outreach units.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It also proposes making key implementation information more visible, including service schedules and programme reporting, while protecting residents\u2019 personal information. Stronger complaint channels, mobile help desks and dedicated support offices could make the system easier to navigate in remote communities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These recommendations should not be mistaken for evidence that adding a WhatsApp group will automatically improve service delivery.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The study did not test these interventions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its evidence shows where residents experienced uncertainty. The proposed solutions are institutional responses that would still need to be implemented and evaluated.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The findings have limits<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The research examined one municipality and four wards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It cannot establish that community involvement functions in the same way across every South African municipality. It also measured residents\u2019 awareness and perceptions rather than independently assessing how many eligible households successfully registered or how reliably each service was delivered.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even so, the study identifies a governance weakness with wider relevance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Policies do not implement themselves.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Between the legislation and the household sits an administrative chain involving communication, registration, consultation, verification, delivery and accountability.
